Notice of Eligibility (NOE) for COC

NOE (NOTICE OF ELIGIBILITY)

 

"NOE" typically stands for "Notice of Eligibility." The Notice of Eligibility is a document issued by the Maritime and Coastguard Agency (MCA) in the United Kingdom. The Notice of Eligibility serves as a verification that the applicant meets the eligibility criteria for obtaining a particular level of Certificate of Competency.  It is a must required document to appear for Oral Examination to get UK COC. The Notice of Eligibility often includes details about the individual's seagoing service, which is a crucial factor in determining eligibility for a specific level of COC. 

Once the eligibility is verified, the MCA issues the Notice of Eligibility, which the applicant can then use in the subsequent steps of the COC application process. 

 

Application Process:

 

  • Download the NOE Form MSN4274        
  • The form should be filled in CAPITAL LETTER and Black Ink
  • Candidate need to send all documents in ORIGINALS ONLY to the MCA except for your passport. Ensure neat photocopies of all required documents accompany NOE Form MSF 4274 (5 pages) filled up. 
    • Passport front and address page photocopy (notary attested)., 
    • CDC
    • Company sea-time letter of 36 months or master’s testimonials of 36 months.
    • Bridge watchkeeping certificate of 6 months
    • STCW basic courses – PST + PSSR + FPFF + EFA. These 4 courses were done before you applied for your CDC the first time. 
    • Refresher course of PST and FPFF if done in the last 5 years.
    • Valid medical fitness certificate in Annexure IV format from a DG Shipping approved doctor.
    • 2 passport size color photographs of size 40mm x 50mm. 
    • Payment receipt of GBP 220
  • All documents must be sent in ORIGINALS only except for notarized Passport copy. Send by DHL or any good courier to the MCA office whose address is given in the first page of the NOE form. The MCA phone number you can get from a Google search. If you have any queries, you can always email to the MCA at deck@mcga.gov.uk

After submitting the NOE application, the process typically involves several key steps:

 

The college authority, such as the UK MCA (Maritime and Coastguard Agency), reviews your NOE application. Authorities ensure that all required documents and information are in order.

The authorities may either approve your NOE application, signalling your eligibility to proceed or request additional documents or information for clarification.   

If your application is approved, you will receive the NOE. This document officially confirms your eligibility to undertake the oral exam in the UK.

  • Oral Exam: On the scheduled date, you’ll attend the oral exam. This examination assesses your understanding of maritime concepts, and regulations, and your ability to apply this knowledge in practical scenarios.
  • Results: Successful candidates may proceed to the next phase of obtaining their COC, while others may receive guidance on areas for improvement.
  • Certificate of Competency (COC): Candidates receive their UK COC, officially recognizing their competency and qualification for the specified role in the merchant navy.
