About the Author
William Packard entered the merchant shipping industry directly from school in 1962, and has since been employed by ship-owners and charterers, involved in the international operation and chartering of many types of vessel, from coasters to passenger liners and from deep-sea bulk carriers to chemical tankers. At one time the Senior Examiner for the Institute of Chartered Shipbrokers, he is the author of several commercial shipping text-books and an occasional lecturer.
Apart from a varied professional career, in 1973 he won the Baltic Exchange Prize in the final examinations for the Fellowship of the Institute of Chartered Shipbrokers, in 1980 The Nautical Institute annual essay competition for "The Future of Panamax Bulk Carriers" and in 1989 the BIMCO/"Lloyd's List" International Maritime Book Prize for "Shipping Pools".
He is managing director of Baltic Exchange and BIMCO members Merchant Prospect Limited and a busy Full Member of the LMAA (The London Maritime Arbitrators Association).
